New Pyrotechnics Safety Standards, Stricter .me Domain Controls, and Temporary Diesel Excise Cuts
This week's legislative updates in Montenegro introduce comprehensive safety standards for pyrotechnic products, tighten registration controls for national .me internet domains, establish new temperature monitoring requirements for quick-frozen foods, and implement a temporary reduction in diesel fuel excise duties.
Metrology
Montenegro has approved strict new safety, classification, and labeling requirements for pyrotechnic articles.
The new regulation classifies pyrotechnics into categories F1, F2, F3, and F4 based on hazard level, noise limits, and safety distances Art. 3. For Category F1, the safety distance must be at least 1 meter, noise levels must not exceed 120 dB, and firecrackers are strictly prohibited Art. 3. Pyrotechnic articles must not contain detonating explosives other than black powder and illuminating mixtures Art. 2. Each product must bear a unique registration number indicating the notified body's code and the category Art. 7. Ignition devices must be reliable and protected against electrostatic discharges, while electric detonators must resist electromagnetic fields Art. 5.
Communications
Amendments to the Electronic Communications Law introduce stricter registration rules for national .me domains and enable roaming price caps.
The new provisions require the national domain registry and registrars to enforce strict data management rules, including mandatory user identification and annual verification of contact details Art. 108b. Registration data must be retained for at least 25 years after a domain is terminated. Additionally, the Agency (EKIP) is now authorized to prescribe maximum prices and rules for regulated roaming services based on international agreements and EU regulations Art. 128a.
Animal Husbandry and Veterinary
New standards have been introduced for monitoring temperatures of quick-frozen foods during transport, warehousing, and retail.
Transport vehicles and storage facilities must be equipped with air temperature recording devices compliant with European standards EN 12830, EN 13485, and EN 13486 Art. 2. In retail outlets and during local distribution, temperatures must be monitored using at least one easily visible thermometer Art. 3. Open retail display cabinets must now feature a clearly marked maximum load line Art. 3.
Budget and Tax Law
The Government of Montenegro has temporarily reduced the excise duty on gas oils (diesel fuel) used as motor fuel.
The decision reduces the excise duty on specific tariff codes of gas oils to €396 per 1,000 liters, or €0.396 per liter Art. 2. This measure aims to mitigate inflationary pressures and stabilize fuel prices. The reduced excise rate is applicable for a limited period from August 18 to August 31, 2026 Art. 3.
Public Safety and Order
The Ministry of Internal Affairs has publicly promised a cash reward for information leading to the arrest of Radoje Zvicer.
Upon the proposal of the Police Directorate, the Ministry of Internal Affairs has officially promised a €500,000 cash reward for accurate information leading to the location and arrest of Montenegrin citizen Radoje Zvicer text of the decision. The suspect is currently at large and wanted under an Interpol red notice for suspected grave criminal offenses text of the decision.
